Are Electric Scooters Safe for Adults? UL 2272 and CPSC Data

Most “electric scooter safety” articles repeat the same five bullet points. The actual answer sits in two federal data sets: how CPSC classifies who gets hurt and why, and what UL 2272 certification does — and does not — test on the battery pack under the deck.

Short answer

Electric scooters are not inherently unsafe for adults, but the risk is not evenly spread: adults 25-44 account for 40% of US e-scooter emergency-department visits, the largest single age band, and motor-vehicle collisions cause more than two-thirds of e-scooter deaths. A UL 2272-certified battery removes one real risk (fire); it does not address the larger one (traffic exposure).

01What Actually Makes a Scooter Safe for an Adult Rider?

Four things decide whether an electric scooter is a reasonable choice for an adult: whether the battery and electrical system carry UL 2272 certification, what type of brakes it uses, whether the rider’s weight sits within the scooter’s rated payload, and where it gets ridden. Top speed and motor wattage, the two numbers most listings lead with, are not what the safety data below tracks.

That last point matters because most buying guides conflate “powerful” with “risky.” CPSC’s own incident data, covered next, does not break injuries down by motor wattage — it breaks them down by age, location, and cause of the crash. A heavier adult rider does increase stopping distance and brake load compared to a lighter teenager on the same deck; that is ordinary physics, not a CPSC finding, and it is the reason payload rating and brake type matter more for an adult buyer than headline top speed.

02How Many Adults Are Actually Hurt Riding E-Scooters?

Adults aged 25-44 made up 40% of estimated US electric scooter emergency-department visits from 2017 through 2024 — more than any other age group, and well above their 27% share of the population. Riders 15-24 were also over-represented, at 26% of injuries against 13% of the population. This is not primarily a teenage-rider problem.

Nationally, CPSC’s National Electronic Injury Surveillance System (NEISS) estimates 380,000 e-scooter-related ED visits from 2017 through 2024, including 79,300 in 2024 alone. Across that eight-year window, 65% of e-scooter ED visits involved male riders and 35% involved female riders. On location, 42% of injuries were logged with an unknown setting; of the injuries with a known location, 39% happened on a street or highway rather than a sidewalk or path.

03What Does UL 2272 Certification Actually Test?

UL 2272 (formally ANSI/CAN/UL 2272, dated February 26, 2019) is the electrical-systems safety standard for personal e-mobility devices. Certification means the battery, charger, and wiring have been tested to survive overcharge and short-circuit conditions, drops and sustained vibration, and water exposure during normal use, without catching fire. It does not test brakes, tires, or frame strength — those sit outside its scope entirely.

The standard exists because of a real, documented fire problem. In a letter dated December 19, 2022, CPSC’s Office of Compliance and Field Operations told every US manufacturer, importer, distributor, and retailer of micromobility devices that between January 1, 2021 and November 28, 2022, it had received reports of at least 208 micromobility fire or overheating incidents across 39 states — resulting in 19 deaths (5 tied to e-scooters, 11 to hoverboards, 3 to e-bikes) and 22 injuries serious enough to require an emergency-department visit. The letter urged compliance with ANSI/CAN/UL 2272 for electric scooters and ANSI/CAN/UL 2849 (dated June 17, 2022) for e-bikes, and noted that non-compliant products could present a substantial product hazard under Section 15(a) of the Consumer Product Safety Act.

None of this makes UL 2272 optional in practice for a serious buyer: it is the baseline check for the one failure mode — a battery fire — that a rider cannot brake or steer their way out of. It is a floor, not a full safety rating.

04What Causes Fatal E-Scooter Incidents?

Of the 206 e-scooter-related deaths CPSC recorded from 2017 through 2024 (39% of all 533 recorded micromobility fatalities), 140 (68%) involved a collision with a motor vehicle. Unspecified falls accounted for 21 deaths (10%), control or stability issues for 20 (10%), and battery-related fires for 15 (7%); the remainder were classified as other or undetermined.

This is the piece most safety checklists skip: the dominant fatal risk on an e-scooter is traffic exposure, not the device itself. A UL 2272-certified battery addresses the 7% fire share. It has no bearing on the 68% share tied to being on the road next to cars. For an adult deciding where to ride, that split matters more than any spec sheet.

05What Safety Equipment Should an Adult-Weight Scooter Actually Have?

An adult buyer should put three things above everything else before weight or top speed: a braking system rated for the rider’s actual weight, front-and-rear lighting for road use, and a payload rating that covers the rider with margin. None of these is exotic or expensive to check — they are printed on the spec sheet, not something you have to take on faith.

Brakes

Electric scooters generally use one of three brake types: mechanical disc, drum, or electronic/regenerative braking, often paired for redundancy. A single rear brake with no independent second system leaves an adult rider (typically 150-220 lb, well above the sub-100-lb testing assumptions built into many budget scooters) with a longer stopping distance than the spec sheet implies. This is an engineering inference from basic braking physics, not a CPSC-measured figure — CPSC’s data (above) does not break fatalities down by brake type.

Lights and visibility

CPSC’s location data shows 39% of e-scooter injuries with a known location happened on a street or highway — exactly where low-light visibility to drivers matters most. A scooter used on public roads after dusk needs a working headlight and taillight; this is a baseline expectation from the same road-sharing logic that puts scooters in traffic in the first place, not a specific number sourced to CPSC or UL.

Payload rating

A scooter’s stated payload capacity is a hard limit, not a suggestion — exceeding it stresses the frame, brakes, and battery discharge curve simultaneously. An adult rider should confirm their weight, plus any bag or cargo, sits comfortably under the manufacturer’s rated maximum before anything else on the spec sheet.
